Dr. Walter Tsou is a retired public health physician.  He is a former Health Commissioner of Philadelphia, Past President of the American Public Health Association, mmediate Past President of the Philadelphia County Medical Society and former Adjunct Professior of Family and Community Health at the University of Pennsylvania Center for Public Health.  He is the founding Medical Director of the Montgomery County (PA) Health Department.
